What should the project resolve?
Explain your offer, audience and what someone should be able to do on the website. Include current limitations and any materials or systems that must remain.
Enquiry generation, a shop and a booking website have different journeys. A quotation should address this context as well as screen numbers.
If it is an online shop for consumers, ask whether the proposal covers Spain’s Law 11/2023, which has required accessibility for e-commerce services since 28 June 2025, except for microenterprises.
Who prepares structure, copy and imagery?
Check whether the work includes planning the structure and content, or whether design begins once the business supplies them. This changes the work and schedule dependencies.
Review languages, photographs, illustrations, 3D work and necessary adaptations. For outstanding material from other parties, identify who commissions it and who confirms it is ready.
Why can two website quotations differ so much?
They may cover different content, design, development, licences, testing or support. Comparing requires knowing what each includes and what the business must arrange separately.
What does each included function mean?
A form, catalogue or integration can have different scopes. Ask what a visitor will be able to do and what the team will be able to edit.
External tools, licences and accounts need a responsible owner. The proposal should explain the connection being implemented, how it is checked and its ongoing costs.
With WordPress, for example, WordPress.org states that only the most recent release in the current series, 7.1 in October 2026, is safe to use and actively maintained, so updates need a named owner.

Should maintenance be included?
It can be commissioned in different ways. What matters is clarity about responsibility for updates, incidents, hosting and changes, and the terms of that work.
What is meant by SEO and measurement?
Distinguish technical website preparation, content production and ongoing review. SEO in a proposal may refer to only part of that work.
If measurement is included, define the events to be checked and their relationship with user permissions. Installing tools does not itself provide useful enquiry or sales data.
For example, the cookie guide from Spain’s data protection authority (AEPD), updated in May 2024, notes that analytics cookies are not exempt from the duty to obtain informed consent.
