Only 30 of 208 town council websites pass all six basics at once
The technical groundwork is done and what shows up in Google results is missing. Forced HTTPS, 200 of 207 sites (96.6%). Mobile viewport, 206 of 208 (99.0%). On the other hand, only 67 of 208 (32.2%) have a meta description, and 47 of 208 (22.6%) do not link to the accessibility statement from the home page.
141 of the 208 sites (67.8%) use the same WordPress theme, the one from the municipal websites platform of the Diputació de Girona, the provincial council. All 141 have a single H1 and structured data, 139 of 141 (98.6%) have an accessibility link and only 20 of 141 (14.2%) have a meta description.
- 208 of the 221 council websites analysed on 30 and 31 October 2026.
- 200 of 207 (96.6 %) force HTTPS and 206 of 208 (99.0 %) adapt to mobile.
- Only 67 of 208 (32.2 %) have a meta description and 7 of 208 (3.4 %) use hreflang.
- 169 of 208 (81.2 %) have a single H1 and 161 of 208 (77.4 %) link to accessibility from the home page.
- Only 30 of 208 (14.4 %) meet all six basics at once. 141 of 208 (67.8 %) use the provincial council’s WordPress theme.

If your council’s website is one of the 208 we analysed, we’ll send you how it did on the six basics and where we would start.
Ask for your website’s resultHow we measured and what we could not measure
A program of ours downloaded the home page of each official website on 30 and 31 October 2026 and read its HTML, without running JavaScript. The list of the 221 municipalities, with county, population on 1 January 2025 and official website, comes from the Generalitat’s open data (Municat), checked against Wikidata. It identifies itself as crida studio, respects robots.txt and makes at most one request per second to each server.
13 sites were left out, 4 with a domain that does not resolve, 3 with a 403 error, 3 with a 404 error, 2 that disallow robots in robots.txt and 1 that leads to a generic listing. None were forced. On 30 October the provincial council’s shared server, home to 143 of the 221 sites, stopped answering us after a burst of about three requests per second. The next day, at two seconds between requests, nothing was rejected.
This is not an audit. We only look at the home page HTML, so anything a site adds with JavaScript is invisible to us. We did not open any accessibility statement and we did not measure whether robots.txt blocks AI crawlers. The six-basics index is for comparing groups and is not a quality score. Groups with fewer than 8 sites are not compared.
Can I find out how my council’s website did?
Yes, if you work for the council. The page and the CSV files only contain aggregates by county and by population band, because the study is not meant to single out any council. Ask us through the contact form and we will explain what we saw on your home page, without publishing it anywhere.
What happens in each county
On the basics index the counties look alike. Among those that can be compared, with 8 or more sites analysed, the average runs from 5.2 in the Garrotxa to 4.7 in the Baix Empordà. Indicator by indicator there is more difference, and it depends mostly on how many sites in each county use the provincial council theme.
The Selva is the county where the fewest sites use that theme, 8 of 23 (34.8%), and the one with the most meta descriptions, 17 of 23 (73.9%). The Garrotxa, with 20 of 21 sites on the theme, is the only county where every site analysed links to accessibility from the home page.
| County | Sites analysed | Meta description | Accessibility link | Six basics |
|---|---|---|---|---|
| Alt Empordà | 63 of 68 | 16 (25.4%) | 49 (77.8%) | 8 (12.7%) |
| Baix Empordà | 33 of 36 | 9 (27.3%) | 26 (78.8%) | 5 (15.2%) |
| Cerdanya | 11 of 11 | 3 (27.3%) | 9 (81.8%) | 1 (9.1%) |
| Garrotxa | 21 of 21 | 5 (23.8%) | 21 (100.0%) | 4 (19.0%) |
| Gironès | 26 of 27 | 10 (38.5%) | 16 (61.5%) | 3 (11.5%) |
| Osona (3 municipalities in the province) | 3 of 3 | 1 (33.3%) | 2 (66.7%) | 0 (0.0%) |
| Pla de l’Estany | 11 of 11 | 2 (18.2%) | 10 (90.9%) | 1 (9.1%) |
| Ripollès | 17 of 19 | 4 (23.5%) | 12 (70.6%) | 1 (5.9%) |
| Selva | 23 of 25 | 17 (73.9%) | 16 (69.6%) | 7 (30.4%) |
Small villages have more accessibility links and fewer meta descriptions
In small villages almost every site is on the provincial council platform. Up to 500 residents, 75 of 79 sites (94.9%) use that theme, 75 of 79 (94.9%) have the accessibility link and only 9 of 79 (11.4%) have a meta description. Between 5,001 and 20,000 residents, where only 2 of 23 sites (8.7%) use the theme, it flips, a meta description in 16 of 23 (69.6%) and an accessibility link in 9 of 23 (39.1%).
In towns with over 20,000 residents none of the 10 sites uses the provincial council theme and only 1 of 10 is WordPress. They are the most likely to have a meta description, 8 of 10 (80.0%), but only 5 of 10 (50.0%) have a single H1.
| Population band | Sites analysed | Meta description | Accessibility link | Six basics |
|---|---|---|---|---|
| Up to 500 residents | 79 of 84 | 9 (11.4%) | 75 (94.9%) | 7 (8.9%) |
| 501 to 2,000 | 70 of 74 | 20 (28.6%) | 55 (78.6%) | 11 (15.7%) |
| 2,001 to 5,000 | 26 of 28 | 14 (53.8%) | 15 (57.7%) | 5 (19.2%) |
| 5,001 to 20,000 | 23 of 25 | 16 (69.6%) | 9 (39.1%) | 5 (21.7%) |
| Over 20,000 | 10 of 10 | 8 (80.0%) | 7 (70.0%) | 2 (20.0%) |
| Residents | Sites with a meta description |
|---|---|
| Up to 500 residents (79 sites) | 11.4% |
| 501 to 2,000 (70 sites) | 28.6% |
| 2,001 to 5,000 (26 sites) | 53.8% |
| 5,001 to 20,000 (23 sites) | 69.6% |
| Over 20,000 (10 sites) | 80% |
How often will the study be repeated?
There is no date yet. When we repeat it we want to add what this one could not see, how many sites block AI crawlers in robots.txt, the date of each accessibility statement and an inner page. We will keep the same slow pace and publish the new figures with the same base, compared with October 2026.
47 sites do not link to the accessibility statement from the home page
161 of the 208 sites analysed (77.4%) have a link on the home page with the word accessibility. The other 47 of 208 (22.6%) do not. Spain’s Royal Decree 1112/2018, in article 15.1, says the statement must be reachable from every page through a link labelled “Accessibility” and must be updated at least once a year.
If the link is not on the home page, it is not on every page. Among the 141 sites on the provincial council theme, 139 (98.6%) have the link. Among the other 67 sites, only 22 (32.8%) do. We did not open any statement, so we do not know whether it exists, whether it is up to date or whether the site is actually accessible.
| Sites | With an accessibility link |
|---|---|
| Provincial council theme (141 sites) | 98.6% |
| Other sites (67 sites) | 32.8% |
| All sites (208 sites) | 77.4% |
How was each website measured?
With a program that downloads the home page of each municipality’s official website, reads its HTML and looks for a fixed set of indicators, such as the meta description, the number of H1 tags or the accessibility link. It does not run JavaScript, identifies itself as crida studio and respects robots.txt.
What a town council can do with this data
Many of the missing items can be fixed from the content management system, without changing the website. The list lets you review your council’s home page with the same criteria as the study. If the site is on the provincial council platform, first check what the editor lets you change.
The aggregates by county and by population band can be downloaded as CSV from the links below, with no data on individual councils. If you work for the council and want to know how your site did, ask us through the contact form.
- A meta description on the home page, with the municipality’s name and what people will find.
- A single H1 on each page, with the page title.
- An “Accessibility” link on every page, pointing to a statement reviewed less than a year ago.
- The http version must redirect on its own to https.
- A viewport tag, a lang attribute and hreflang if there are versions in other languages.
- Structured data (JSON-LD) with the council’s name, address, phone number and opening hours.
